How does cmte accomplish its purpose?*	By holding meetings to hear those individuals who wanted to present and submit information to the Panel for its consideration.
How is membership balanced?*	The Panel, consisted of 4 members and was well balanced. The Chairman was a Federal government employee and the other three members were a retired Congressman, a retired Navy VADM, and retired Marine general.
How frequent & relevant are cmte mtgs?*	No meetings were held in FY 00 as the Committee terminated shortly after the beginning of the fiscal year.
Why advice can't be obtained elsewhere?*	The President of the United States directed the SECDEF to establish the Special Panel to advise and make recommendations to him regarding the need for the continuation of military operations on the island Vieques, Puerto Rico and the extent to which alternative sites or methods were available that would fulfill national security requirements. The committee terminated on 10/19/1999.
