How does cmte accomplish its purpose?*The Committee assisted in reviewing and providing corrections, updates, and additional information for the inventory, survey, and emissions databases. These databases are among the largest databases the EPA Emission Standards Division has ever assembled for a regulatory development project. The knowledge and efforts of the Committee were valuable in refining these databases. The databases provide a sound basis for regulatory analyses.The Committee provided EPA recommendations on a large number of topics that EPA must consider in developing the combustion source regulations. EPA has implemented or is in the process of implementing several of the recommendations. For example, EPA has initiated a testing program for IC engines based on the Committee’s recommendations. This testing program will provide data needed for emission standards development. EPA is also in the process of planning tests for boilers based on consideration of the Committee recommendations.Pending additional information, EPA is proceeding with IC engines regulation development based on consideration of the MACT floor recommendations forwarded to EPA.In some areas in which the Committee submitted recommendations to EPA, the Committee did not reach full consensus, but forwarded consensus recommendations on some points and alternative (majority/minority) recommendations on other points. In these cases, even though a consensus recommendation was not provided, the materials provided by the Committee have been a useful starting point for further EPA work.The charter for the ICCR Advisory Committee expired September 20, 1998, and will not be renewed.
How is membership balanced?*The following points of view were represented on the Committee: environmental/ environmental justice organizations; State/Local agencies; combustion source owners/operators; manufacturers of combustion devices or control devices; fuel producers and suppliers; labor or academic research; EPA; and Work Group Stakeholder Co-chairs.
How frequent & relevant are cmte mtgs?*The committee met five times during FY98. The discussions and materials provided by the Committee have been a useful starting point for further EPA work on combustion source regulations.
Why advice can't be obtained elsewhere?*The charter for the ICCR Advisory Committee expired September 20, 1998, and was not renewed.
