How does cmte accomplish its purpose?*Through the proposed Military Health Care Advisory Committee's role in advising the Assistant Secretary (Health Affairs) and the Military Services, the Military Health Services System will benefit from the Committee members' ideas that are directly applicable or can be adapted to the military system. Further, the System will benefit from the Committee's review of and advice on problems, opportunities, and potential solutions and strategies.
How is membership balanced?*The Department has appointed 15 experts who serve in their personal capacity (not representing any particular discipline, agency or association) and bring real world operating experience and broad policy expertise. In doing that, we are accessing retired military line and medical officers and enlisted people, health care management experts from academic institutions, military beneficiary groups, veterans with disabilities, public health officials from States or large cities, large private sector employers, experts on the future of technology, experts in managed health care, physicians, nurses, hospital managers, and quality assurance and health outcomes experts. The Department has appointed a diverse group of people who come from different backgrounds and parts of the nation and bring different expertise and views as to how the Department should meet its mission and best ensure the health of its beneficiaries. The current membership includes three African-Americans, one Asian-American, and a veteran with a disability.
How frequent & relevant are cmte mtgs?*The work of the Committee, including meetings, is as follows: full Committee meetings (currently two per year) to receive briefings and advise the Department; subgroups/individuals meet as needed to receive briefings and provide advice to the Department in major policy areas or on specific policy proposals; and site visits to military facilities and exercises as needed. The full Committee meetings each year is an important opportunity to bring together the diverse perspectives and expertise of the Committee and to link up with the Assistant Secretary and the DoD ex-officio members, including the Surgeons General.
Why advice can't be obtained elsewhere?*The kind of advice and information provided by the Committee cannot be obtained from other sources. The intent behind forming the Committee was to obtain outside expert advice that would be useful to the Department. To accomplish this, the Department needed to access people who were outside the Department but who would become sufficiently knowledgeable on the Military Health Services System. The Committee provides that. Through its being an ongoing mechanism, this benefit will be significantly enhanced as the Committee members both maintain their independent status and acquire a greater appreciation for and knowledge of the military's system and its unique requirements, especially readiness preparations and military deployments.
