How does cmte accomplish its purpose?*The Committee facilitates communication between the lithium battery manufacturing industry, air carriers, shippers, and the Federal government. The Committee provides the Secretary of Transportation a forum to discuss the activities of the U.S. Department of Transportation provide information on new lithium battery technologies, and receive stakeholder input relating to lithium battery transportation safety, including input that helps the government develop positions to be advocated in international forums.
How is membership balanced?*PHMSA balances the members from the cross section of representatives specified in the statutory requirements.
How frequent & relevant are cmte mtgs?*The Committee will meets at least twice a year at the direction of the Secretary. The Secretary shall convene a meeting of the Committee in connection with and in advance of each meeting of the ICAO, or any of its panels or working groups, addressing the safety of air transportation of lithium ion and lithium metal batteries to brief committee members on positions to be taken by the United States at such meeting and provide committee members a meaningful opportunity to comment.
Why advice can't be obtained elsewhere?*Section 333(d) of the FAA Reauthorization Act of 2018 (Public Law 115-254) requires DOT to form this committee to solicit advise and recommendations to improve the safe air transportation of lithium ion and lithium metal cells and batteries and the effectiveness and the economic and social impacts of the regulations of such transportation.
