How does cmte accomplish its purpose?*The "Ending 9-1-1 Fee Diversion Now Strike Force" (911 Strike Force) was established in accordance with the provisions of the Consolidated Appropriations Act, 2021, Pub. L. No. 116-260, Division FF, Title IX, Section 902, Don’t Break Up the T-Band Act of 2020 (Section 902).

The mission of the 911 Strike Force was to study how the Federal Government can most expeditiously end diversion of 911 fees or charges by a State or taxing jurisdiction. In carrying out the study, the 911 Strike Force was instructed to (i) determine the effectiveness of any Federal laws, including regulations, policies, and practices, or budgetary or jurisdictional constraints regarding how the Federal Government can most expeditiously end diversion by a State or taxing jurisdiction of 911 fees or charges; (ii) consider whether criminal penalties would further prevent diversion by a State or taxing jurisdiction of 911 fees or charges; and (iii) determine the impacts of diversion by a State or taxing jurisdiction of 911 fees or charges.

In addition, it was anticipated that not later than 270 days after the date of the enactment of Section 902 (i.e., September 23, 2021), the 911 Strike Force should publish on the website of the Commission and submit to the Committee on Energy and Commerce of the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate a report on the findings of the study required by Section 902(d)(3), including (i) any recommendations regarding how to most expeditiously end the diversion by a State or taxing jurisdiction of 911 fees or charges, including actions that can be taken by Federal departments and agencies and appropriate changes to law or regulations; and (ii) a description of what progress, if any, relevant Federal departments and agencies have made in implementing the recommendations under clause (i).
How is membership balanced?*Members represented various entities with interests in 911 fees or charges imposed by states or taxing jurisdictions, efforts to mitigate 911 fee diversion, public safety and consumer advocacy, 911 program administration, Federal grant programs, and 911 technology. Members of the 911 Strike Force were appointed by the Chairperson of the Commission in consultation with appropriate Commission staff.

As required by Section 902(d)(3), the 911 Strike Force was composed of such representatives of Federal departments and agencies as the Commission considered appropriate, in addition to:

(i) State attorneys general;
(ii) States or taxing jurisdictions found not to be engaging in diversion of 911 fees or charges;
(iii) States or taxing jurisdictions trying to stop the diversion of 911 fees or charges;
(iv) State 911 administrators;
(v) public safety organizations;
(vi) groups representing the public and consumers; and
(vii) groups representing public safety answering point professionals.

The membership was fairly balanced in terms of experience, points of view, and fields of knowledge relevant to the 911 Strike Force. A member of the 911 Strike Force was appointed to serve until the work of the 911 Strike Force, as required by Section 902, was concluded, but in no case longer than two years.
How frequent & relevant are cmte mtgs?*The 911 Strike Force met three times to effectuate its duties. The 911 Strike Force was also authorized to facilitate its work through informal subcommittees.
Why advice can't be obtained elsewhere?*The 911 Strike Force was intended to provide an effective means for stakeholders to exchange ideas and develop recommendations on how the Federal Government can most expeditiously end diversion of 911 fees or charges by a State or taxing jurisdiction, and to publish on the website of the Commission and submit to the Committee on Energy and Commerce of the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate a report on the findings of the study, in adherence to the 911 Strike Force's statutory responsibilities.
