How does cmte accomplish its purpose?*The White House Environmental Justice Advisory Council (WHEJAC) provides independent advice and recommendations to the chair of the Council on Environmental Quality (CEQ) and to the White House Interagency Council on Environmental Justice (IAC) on how to increase the federal government’s efforts to address current and historic environmental injustice. The WHEJAC accomplishes its purpose by either developing work products from charges issued by CEQ/IAC or from independently identified environmental justice concerns from the council. The WHEJAC uses workgroups to develop draft recommendations in response to charges. Each workgroup submits draft recommendations to the full council for discussion, deliberation, and final approval. All WHEJAC final reports or letters are reviewed and approved by the full WHEJAC before transmitting to CEQ.
How is membership balanced?*The President appointed two co-chairpersons and two vice-chairpersons. Members were drawn from across the political spectrum and who have demonstrated high levels of competence, knowledge, and expertise in environmental justice, climate change, disaster preparedness, and racial inequity. Members serve as Representatives of non-federal interests for a two-year term, and are selected to represent the points of view from among, but not limited to, environmental justice communities; environmental justice community-based organizations; environmental justice research and academia; and tribal, state, and local governments. Within each of the stakeholder representative categories, technical perspectives (such as public health, state/tribal environmental programs, community sustainability, socio-economic analysis, etc.) are sought that reflect the issues and subjects being evaluated by the Council. In addition, geographic and gender balance also are considered, ensuring that representatives of affected communities participate. This approach ensures that the membership reflects a cross-section of those directly affected by, interested in, and qualified to discuss creative and collaborative strategies to better address the human health and environmental protection needs of disadvantaged and underserved communities. All members serve as Tier 1 (parent committee) members. There are no Tier 2 subcommittees.

In addition, the WHEJAC's recommendations and meetings have been instrumental in the widespread education of agency managers and staff regarding the environmental and public health concerns of disadvantaged, underserved, and environmentally overburdened communities and tribes. Agency Feedback Comment*The WHEJAC receives feedback from CEQ/IAC regarding actions taken to implement WHEJAC recommendations. In addition to feedback to Council members at WHEJAC public meetings, the EPA Office of Environmental Justice works in consultation with CEQ to coordinate an initial response (where appropriate) to the recommendations within two to three months. More formal feedback is provided within one year of submitting recommendations, and comes in the form of a report to Congress stating the proposals for action or reasons for inaction, with respect to the recommendations contained in each public report. During the first and third quarter of FY 2024, the WHEJAC held two (1) public meetings in December 2023 and June 2024 and produced three (3) full recommendation reports for Carbon Management, Environmental Justice Scorecard, and the Climate and Economic Justice Screening Tool. The WHEJAC also received a response letter from the White House Council on Environmental Quality on their recommendations for National Ambient Air Quality Standards. These public meetings serve as a forum for public dialogue about ways that federal agencies; and state, local, and tribal governments, can better address environmental justice concerns.
