How does cmte accomplish its purpose?*The Local Leadership Council shall advise the EAC on how best to fulfill the EAC’s statutory duties set forth in 52 U.S.C. § 20922 as well as such other matters as the EAC determines. It shall provide a relevant and comprehensive source of expert, unbiased analysis and recommendations to the EAC on local election administration topics to include but are not limited to voter registration and voter list maintenance, voting system user practices, ballot administration (programming, printing, and logistics), processing, accounting, canvassing, auditing and testing of ballots, and certification of results.
How is membership balanced?*The Local Leadership Council consists of two members from each state. This structure ensures broad geographic points of view and expertise on local election administration is represented. Members must be serving or have previously served in a leadership role in a state election official professional association, if an applicable state election official professional association exists for the given state. This ensures that members are experts in their given state’s unique election laws, rules, and procedures as well as recognized by their peers for their abilities and leadership.

Why advice can't be obtained elsewhere?*Our current statutory advisory committees do not directly serve this important need mentioned above. The primary focus of the three statutory advisory committees, as set forth in the Help America Vote Act of 2002 (HAVA) is assisting in the drafting and revising of the Voluntary Voting System Guidelines. The Technical Guidelines Development Committee (Section 221 of HAVA), which is primarily tasked in assisting the EAC with the initial drafting of Voluntary Voting System Guidelines, has its membership set by statute and does not allot any positions specifically to local election officials. The Board of Advisors, EAC’s second advisory committee, has its membership set by statute (Section 214 of HAVA) to include two members representing the National Association of Counties, two members representing the Unites States Conference of Mayors, and two members representing the International Association of Government Officials. However, these six members are greatly outnumbered by various other representatives and technology experts on the 35-member committee. Further, the six local election members are not sufficiently representative of the various local election offices we serve throughout the United States. Finally, the Standards Board (Section 213 of HAVA) consists of 110 members, half of which are local election officials and half are state election officials. HAVA requires the local election officials from each state on the Standards Board not be of the same political party as the state election official, limiting from the start the pool of local election officials that can serve in each state and the perspectives represented. A new discretionary advisory board consisting of only local election officials ensures we are able to seek recommendations and advice focused on their specific needs as well as allowing the EAC to understand the vastly different election administration practices and election regulations that vary from state to state and with which local election officials must comply. Further, an advisory board representing local election officials is more efficient than holding the large number of public hearings each year that would be necessary to achieve the same amount of diverse feedback from these stakeholders.

Outcome Increased Customer SatisfactionYesAction CommentWhile the agency may reorganize priorities and reallocate resources in terms of priority of research and reports, the agency creates those priorities with feedback from the Committee and other advisory committees, as well as feedback from the public. The EAC is limited with regards to rulemaking authority and cannot issue regulations outside of the statutorily mandated regulations regarding the NVRA, and EAC does not propose legislation or lobby for legislation. Requirements Payments are doled out in accordance to HAVA and grant applications are not reviewed by the Committee.
