How does cmte accomplish its purpose?*Pursuant to section 550B(c)(2) of the National Defense Authorization Act for Fiscal Year 2020 (“the FY 2020 NDAA”), the Defense Advisory Committee for the Prevention of Sexual Misconduct (DAC PSM) shall review, on an ongoing basis, the following:
a) Closed cases involving allegations of sexual assault described in § 550B(c)(1) of the FY 2020 NDAA.
b) Efforts of institutions of higher education to prevent sexual assault among students.
c) Any other information or matters that the committee or the Secretary of Defense considers appropriate.

In addition to the reviews required by § 550B(c)(2) of the FY 2020 NDAA, for purposes of providing advice to the Secretary of Defense, the DAC PSM shall also consult and coordinate with the Defense Advisory Committee on Investigation, Prosecution, and Defense of Sexual Assault in the Armed Forces on matters of joint interest to the two advisory committees as directed by § 550B(c)(3) of the FY 2020 NDAA.
How is membership balanced?*In accordance with § 550B(b) of the FY 2020 NDAA, the DAC PSM shall consist of not more than 20 members, appointed by the Secretary of Defense from among individuals who have an expertise appropriate for the work of the DAC PSM, including at least one individual with each expertise as follows:

a) Expertise in the prevention of sexual assault and behaviors on the sexual assault continuum of harm.
b) Expertise in adverse behaviors, including the prevention of suicide and the prevention of substance abuse.
c) Expertise in the change of culture of large organizations.
d) Expertise in implementation science.
How frequent & relevant are cmte mtgs?*An estimated 2 meetings per year to meet Department requirements and to address sponsor-approved studies.
Why advice can't be obtained elsewhere?*Required by statute.
Why close or partially close meetings?Meetings are not closed to the public unless the Department of Defense determines that items on the planned agenda meet the closed-meeting provisions of 5 U.S.C. § 552b(c). Pursuant to DoD policy closed meetings can only be authorized by the DoD Sponsor, who is the Under Secretary of Defense for Personnel and Readiness, and only after consultation with the appropriate General Counsel.
Recommendation RemarksDue to the Secretary of Defense's pause of all advisory committee operations effective March 7, 2025 and the conclusion of all committee member appointments effective April 25, 2025, the Committee only met once meet in FY 2025.

In FY 2025, the DAC-PSM submitted its required annual report summarizing its 2024 activities on March 10, 2025 to the DoD Appointing Authority as directed by the FY 2020 and FY 2021 NDAAs which specified that no later than March 30 of each year, the DAC-PSM shall submit a report on its prior year activities. The NDAAs also specified that the DAC-PSM's annual report shall be provided to the Committees on Armed Services and Commerce, Science, and Transportation of the Senate and the Committees on Armed Services and Transportation and Infrastructure of the House of Representatives. As of August 6, 2025 that transmission to Congress is pending.

In addition, during FY 2025, the DAC-PSM completed two studies which were delivered to the Department on December 26, 2024 and March 10, 2025. Further, in FY 2025 the Committee completed its review of two study topics assigned to it by the FY 2021 NDAA, and reported on results of those two reviews in its 2024 Annual Report. The Committee continues its consideration of the remaining two NDAA-assigned study topics.

The costs estimated for federal staff and contract support reflects this one-meeting assumption. Also, the DAC-PSM expects that it will have no FY 2026 administrative costs for meetings (Item 9) because the committee will use conference room and video conference line already existing at a DoD facility.
Cost RemarksDue to DoD advisory committee review, the DAC-PSM held only one meeting in FY 2025 (rather than two as required by charter.)
