Committee Detail

Note: An Annual Comprehensive Review, as required by §7 of the Federal Advisory Committee Act, is conducted each year on committee data entered for the previous fiscal year (referred to as the reporting year). The data for the reporting year is not considered verified until this review is complete and the data is moved to history for an agency/department. See the Data From Previous Years section at the bottom of this page for the committee’s historical, verified data.

Details on agency responses to committee recommendations can be found under the Performance Measures section for each committee in the fields “Agency Feedback” and “Agency Feedback Comment.”

How does cmte accomplish its purpose?*The Committee functions solely as an advisory body. The Committee provides advice on the science and technology needs of the nation’s domestic microelectronics industry, the national strategy on microelectronics research, the research and development programs and other advanced microelectronics activities funded through CHIPS for America, and opportunities for new public-private partnerships.
How is membership balanced?*Not fewer than 12 members and fairly balanced among representatives of the semiconductor industry, representatives of federal laboratories and academia, and other members. To maintain balance, staggered appointments are used. Membership will continue to be diverse, with representation and expertise reflecting the full breadth of the Committee's responsibilities and where possible, consider the ethnic, racial and gender diversity of the United States.
How frequent & relevant are cmte mtgs?*The charter states that the Committee shall meet at least twice each year at the call of the DFO in consultation with the Committee Chair.
Why advice can't be obtained elsewhere?*The Committee is necessary to fulfill the responsibility of the Department under Section 9906(b) of the William M. “Mac” Thornberry National Defense Authorization Act for Fiscal Year 2021, Pub. L. 116-283. Members are diverse and well qualified to assess and provide guidance on:
(A) science and technology needs of the nation's domestic microelectronics industry;
(B) the extent to which the strategy developed under section 9906(a)(3) of the Act is helping maintain United States leadership in microelectronics manufacturing;
(C) assessment of the research and development programs and activities authorized under section 9906 of the Act; and
(D) opportunities for new public-private partnerships to advance microelectronics research, development, and domestic manufacturing.
Why close or partially close meetings?N/A
Recommendation RemarksIn FY25 the IAC was placed on hold to give the new administration time to determine how to best utilize the CHIPS Act, including the IAC, given their new priorities. While the new administration determines the best path forward, the committee has not held a public meeting, and no additional recommendations have been provided.

% of Recs Fully Implemented CommentMost of the recommendations made by the IAC will take years to implement and are in reference to initiatives that are still being established, such as the National Semiconductor Technology Center (NSTC). The IAC has also made almost 100 recommendations in under two years. Over a third of the recommendations provided by the IAC have been partially implemented. NIST continues to make progress on the recommendations provided.Access GSA FACA WebsiteYes

% of Recs Partially Implemented CommentNIST has made significant progress in implementing the IAC's recommendations. As the research and development programs and activities authorized under section 9906 of the Act continue to mature, NIST will continue to transition more recommendations from partially implemented to fully implemented. Some of the recommendations have been declined on account of their being outside of alignment with the direction of the CHIPS R&D program. However, NIST always reviews and considers the recommendations provided by the Industrial Advisory Committee.Access OtherNo
