How does cmte accomplish its purpose?*The committee meets twice annually to publicly discuss recommendations for USAID regarding the types of projects that should be considered for funding through the ‘People-to-People Partnership for Peace Fund' and other recommendations on USAID's approach to grassroots peacebuilding between Israelis and Palestinians.

Board recommendations are then compiled into a memo for the USAID Administrator's information and for use by the Bureau for the Middle East and the USAID Mission for the West Bank and Gaza.
How is membership balanced?*The Board is composed of no more than fifteen members who have demonstrated regional expertise and experience and expertise in conflict mitigation and people-to-people programs. The membership will be a diverse group of experts, with up to two positions held for representatives of foreign governments or international organizations. The members will be appointed as Regular Government Employees, Special Government Employees or Representatives.

The Board should be composed of individuals representing a diversity of backgrounds and perspectives. All members should have demonstrated support for establishing a peaceful and sustainable two-state solution between Israelis and Palestinians. These individuals may include, but not be limited to: leaders of public interest groups, and/or faith-based, trade, and professional organizations; leaders of American multinational businesses; current and former U.S. Government officials (including former but not current members of Congress); and academics of various scholarly approaches to U.S. foreign policy in the Middle East or peacebuilding/conflict mitigation. Current Members of Congress may not serve on the Board.

The Board’s representative members will be proposed for membership from one of the following categories: (1) foreign governments or (2) international organizations.

The membership should be selected to represent diverse points of view, using the considerations and process provided in paragraph (5) below.

Diverse points of view would ensure that multiple perspectives are represented. Appointing members who have direct experience related to the Israeli-Palestinian conflict would provide the Board with needed expertise and ensure that the Board’s recommendations are grounded in lived-in experience in cross-border peacebuilding.

The Administrator is authorized to appoint the Chair of the Board as well as up to two members who are representatives of foreign governments or international organizations.

Through a diversity of Congressional appointing authorities, MEPPA seeks to ensure that the Board is fairly balanced in terms of the points of view represented and the functions to be performed by the advisory committee. Appointing authorities include:

The USAID Administrator;
The chair and ranking member of the Committee on Foreign Relations of the Senate;
The chair and ranking member of the Committee on Foreign Affairs of the House of Representatives;
The chair and the ranking member of the Committee on Appropriations of the Senate;
The chair and ranking member of the Committee on Appropriations of the House of Representatives;
The majority leader and the minority leader of the Senate;
The Speaker and the minority leader of the House of Representatives.

Members serve for renewable three-year terms. Vacancies may be filled as they occur.

How frequent & relevant are cmte mtgs?*The committee meets once or twice per year for public meetings.
Why advice can't be obtained elsewhere?*The Board members are both experts in the region and Congressional appointees. While USAID can and does consult with other peacebuilding experts, diplomats, and development professionals, only this Board can present advice that reflects the bipartisan range of Congressional perspectives.
Why close or partially close meetings?All deliberations of the Partnership for Peace Fund Advisory Board have been announced publicly and open to the public for viewing. If a meeting is closed, that will also be announced with the reason why it is closed.
