How does cmte accomplish its purpose?*The objective of the Committee is to bring to the State Department’s Bureau of Energy Resources (ENR) a source of expertise, knowledge, and insight not available within the Department or elsewhere in the government on clean energy resources.
How is membership balanced?*The membership of the Committee will consist of representatives of U.S. organizations and institutions having an interest in energy minerals, and may include: representatives of U.S. businesses with significant international and domestic interest affected by the geopolitical implications of energy mineral supply chains; representatives of U.S. labor unions, state and local government officials, public interest groups, and/or trade and professional associations whose membership includes companies active in the energy minerals space; legal or business consultants well-versed in such economic and trade aspects of foreign affairs; and academics who take an interest in energy minerals.
How frequent & relevant are cmte mtgs?*The committee attempts to meet around once per year. Unfortunately, no meeting was held in 2023 as the ENR team was in transition during this time.
Why advice can't be obtained elsewhere?*Industry knowledge and advice is not available within the Federal Government.
Why close or partially close meetings?Full committee meetings are open to the public unless matters pertaining to security are at risk.
Recommendation RemarksThe committee has met three times since inception (in March 2022, June 2022, and March 2024). We recommend keeping to a yearly or bi-yearly schedule whenever possible, as well as future discussion about the potential establishment of sub-committees. The Bureau of Energy Resources should also consider how to create and leverage synergies between the committee and the MINVEST forum of the Minerals Security Partnership (MSP) initiative.
