How does cmte accomplish its purpose?*The Board carries out its purpose and duties per the Executive Order and as outlined in the current Board charter.
How is membership balanced?*The Board shall consist of not more than 21 members appointed by the President. The Secretary and the Executive Director of the Initiative or their designees shall serve as ex officio members. In addition, the Board shall include sitting HBCU presidents as well as leaders from a variety of sectors, including education, philanthropy, business, finance, entrepreneurship, innovation, science and technology, and private foundations.
How frequent & relevant are cmte mtgs?*At least once every six months.
Why advice can't be obtained elsewhere?*The Board shall advise the President, through the Initiative, on all matters pertaining to strengthening the educational capacity of HBCUs, which shall include the following:
(i) improving the identity, visibility, distinctive capabilities, and overall competitiveness of HBCUs;
(ii) engaging the philanthropic, business, government, military, homeland security, and education communities in a national dialogue regarding new HBCU programs and initiatives;
(iii) improving the ability of HBCUs to remain fiscally secure institutions that can assist the Nation in achieving its educational goals and in advancing the interests of all Americans;
(iv) elevating the public awareness of, and fostering appreciation of, HBCUs;
(v) encouraging public-private investments in HBCUs; and (vi) improving government-wide strategic planning related to HBCU competitiveness to align Federal resources and provide the context for decisions about HBCU partnerships, investments, performance goals, priorities, human capital development and budget planning.

Recommendation RemarksThe Board was chartered in Q3 of FY22; its first report will be due in Q3 of FY23. Recommendations were submitted to the Executive Office of the President on September 18, 2023. The Board met with the President to discuss the recommendations in September 2023. The Board continued to drill down on each element in FY24 and submitted an addendum to the President as their report in November 2024.

Number Of Recommendations CommentThe Board has organized itself under four pillars to focus their efforts to eliminate barriers that HBCUs face in delivering on their missions: Preservation & Growth, Infrastructure, Student Supports and Research. Strategic recommendations were offered to advance educational equity, excellence and economic opportunity through HBCUs.
