How does cmte accomplish its purpose?*Since its establishment, ORAP has held four public meetings. During these meetings, members discussed the progress of tasks assigned by the Ocean Policy Committee. ORAP also heard from subject matter experts on topics that provided insights into ORAP's recommendations. These topics included Ocean Emerging Technology: Indigenous Knowledge relating to the ocean, Indigenous science, and data sovereignty for Indigenous Peoples. Additionally, ORAP hosted panel discussions on Ocean Emerging Technology: Barriers, challenges, and potential mechanisms that expand opportunities for public-private partnerships.
How is membership balanced?*A​s ORAP​ members complete their terms, ORAP will continue recruiting new members to ensure that an appropriate balance of academic, scientific, industry, and geographical interests are represented by the members of the Panel. The diverse membership of the Panel will assure perspectives reflecting the full breadth of the Panel’s responsibilities.
How frequent & relevant are cmte mtgs?*ORAP will continue to meet twice per calendar year​ to address the tasks provided by the Ocean Policy Committee (OPC) and will continue hearing from experts in the areas of interest.
Why advice can't be obtained elsewhere?*The ORAP is mandated by legislation and so advice can only be provided by this committee.

Recommendation RemarksORAP was established in Fiscal Year 2022, and 18 members were appointed in August 2023. Currently, ORAP has 16 members. To date, the ORAP has held one public meeting in Fiscal Year 2025.

Agency Feedback Comment*After reports requested by the Ocean Policy Committee (Committee) have been completed and approved by the ORAP, the ORAP DFO will transmit the report(s) to the Chair of the Council on Environmental Quality (CEQ) and Director of the Office of Science and Technology Policy (OSTP), in their capacities as co-chairs of the Committee.

CEQ and OSTP staff will distribute the report(s) to the Committee for review and consideration by the Ocean Resource Management and Ocean Science and Technology subcommittees. The subcommittees will recommend to the Committee actions to address ORAP reports, as appropriate.

Actions by the Committee that reference ORAP reports will be publicly noticed on the ORAP website, in public Committee meeting summaries, and in annual Committee workplans, as appropriate. All listed sites available through Ocean Policy Committee | National Oceanic and Atmospheric Administration (noaa.gov).
Narrative Description*The Ocean Research Advisory Panel (ORAP) advises the Ocean Policy Committee (OPC) and provides independent recommendations to the Federal Government on matters of ocean policy. Membership consists of individuals who represent the National Academies of Science, Engineering, and Medicine; individuals who represent the views of ocean industries, state, tribal, territorial or local governments, and academia, and such other views as the co-chairs of OPC consider appropriate; and individuals eminent in the fields of marine science, marine technology, and marine policy, or related fields. The ORAP membership reflects a balance of academic, scientific, and geographic interests.
