How does cmte accomplish its purpose?*GSA is uniquely positioned to enable a modern, accessible, and streamlined acquisition ecosystem and a robust marketplace connecting buyers to the suppliers and businesses that meet their mission needs. The GAP FAC will assist GSA in this endeavor through expert advice on a broad range of innovative solutions to acquisition policy, workforce, and industry partnership challenges. The GAP FAC will serve as an advisory body to GSA on how it can use its acquisition tools and authorities to target the highest priority Federal acquisition challenges. The GAP FAC’s focus shall be on providing GSA advice on regulatory, policy, and procedural reforms. These reforms will facilitate policy development and strategies for implementing emerging technological considerations in the Federal acquisition process. Additionally, this will include not only technological advancements but also extend to a broad spectrum of interdisciplinary areas.
How is membership balanced?*The Committee is constructed to balance many perspectives and viewpoints. An individual who could represent multiple interests would especially be valuable to the Committee. We seek to balance the Committee representation among geographic locations, careers and volunteer service, large and small communities served, federal agencies, academic communities, and industries. GSA values opportunities to increase diversity, equity, inclusion, and accessibility on its federal advisory committees. All appointments will be made without discrimination based on age, race, ethnicity, gender, sexual orientation, disability, cultural, religious, or socioeconomic status. In accordance with OMB Final Guidance published in the Federal Register on October 5, 2011, and revised on August 13, 2014, federally registered lobbyists may not serve on the Committee in an individual capacity to provide their own individual best judgment and expertise, such as SGEs and RGEs members. This ban does not apply to lobbyists appointed to provide the Committee with the views of a particular group, organization, or association, such as a representative member.
How frequent & relevant are cmte mtgs?*The GAP FAC will meet approximately four times per fiscal year. Meetings will be effectively planned by establishing dates well in advance to maximize participation, ensuring meeting purpose is clear, agreed minutes and actions are appropriately disseminated, and agreeing on meeting agenda items.
Why advice can't be obtained elsewhere?*GSA considered various alternatives for seeking advice elsewhere, but the necessary expertise and knowledge is not available within GSA or its existing committees and cannot be provided by a single contractor. This committee enables GSA to receive advice from a broad range of individuals who have a wide variety of expertise and knowledge in various disciplines, both in the private and government sectors.
