How does cmte accomplish its purpose?*The purpose of the Committee is to advise FHFA in the exercise of its functions, regarding affordable, equitable, and sustainable housing, including but not limited to, affordable, equitable, and sustainable housing needs, barriers to access, barriers to long-term sustainability, and any regulatory, guidance, or policy changes that may be necessary to expand affordable, equitable, and sustainable housing, with a focus on FHFA’s regulated entities – Fannie Mae, Freddie Mac, and the Federal Home Loan Banks – and their respective roles in providing a reliable source of liquidity and funding for housing finance and community investment including both single-family and multifamily housing.

The scope of the Committee’s activities shall include providing information and analysis in support of recommendations to FHFA. Each committee meeting may inform any or all of the following: FHFA’s policy development, rulemaking, or community and public engagement functions as they relate to affordable, equitable, and sustainable housing.
How is membership balanced?*To ensure diverse points of view and relevant expertise on the Committee, its membership should include individuals representing financial institutions, trade associations, or organizations engaged in the financing, development, and/or administration of affordable, equitable, and sustainable housing and housing policy, including but not limited to: the three Duty to Serve Underserved Markets (rural housing, manufactured housing, and affordable housing preservation); and financing of environmental, social, and governance (ESG) or social bond financial instruments. FHFA would seek members with the relevant expertise, applicable to Fannie Mae, Freddie Mac, or the Federal Home Loan Banks, from the following areas:

1. fair housing, fair lending, or civil rights;
2. single-family lending, servicing, development, mortgages, or capital markets;
3. multifamily lending, servicing, development, mortgages, capital markets, or investments (i.e. Low-Income Housing Tax Credits);
4. consumer, tenant, or community advocacy;
5. housing market technology;
6. state, local, or tribal government housing policies and programs;
7. academic or non-academic affiliated housing research.
How frequent & relevant are cmte mtgs?*Committee meetings will be held at least twice per year.
Why advice can't be obtained elsewhere?*While other federal regulators convene advisory committees that include some discussion related to housing, none of these committees focuses on the affordable housing activities of the secondary mortgage market including Fannie Mae and Freddie Mac (the Enterprises), and the Federal Home Loan Banks, nor do they apply the dual responsibilities of mission and safety and soundness found within the Federal Housing Finance Agency (FHFA).

FHFA frequently engages in outreach initiatives to gather information from relevant stakeholders. These initiatives include statutorily required public comment periods seeking written comments, stakeholder listening sessions, and other meetings. Unlike those other methods, the Committee would provide a formal communication channel between FHFA and the affordable, sustainable, and equitable housing community, by which stakeholders would provide advice to FHFA in a group setting rather than by individual channels.
Why close or partially close meetings?Meetings will be open to the public, except as determined otherwise by the Director or other official to whom this authority has been delegated, in accordance with guidelines under the Government Sunshine Act, 5 U.S.C. 552b(c) and the FACA.
Recommendation RemarksThe first meeting of the Committee, scheduled for September 10-11, 2024, was postponed. Future meeting dates will be announced in the Federal Register. A Committee chairperson has not yet been selected.
